The Government of Nunavut (GN) is seeking a responsible, capable and motivated individual to lead the Nunavut Liquor and Cannabis Commission (NULC) as its Director.
Based in Iqaluit, and reporting to the Department of Finance’s Assistant Deputy Minister, the Director is accountable for the oversight, development, profitability and responsible management of the NULC, Nunavut’s public retailer and distributor of liquor and cannabis products.
As head of the NULC the Director oversees a public operation that imports and sells an evolving range of products to Nunavummiut. The NULC operates as wholesaler to licensed establishments (restaurants, hotels, bars, etc.) and as retailer through in-store sales and direct-to-customer shipments. The NULC is working to build a reputation as a responsible, competitive, and customer-focused organization. The Director is integral to achieving this goal.
A hands-on executive, the Director engages actively in a range of operational issues (product choice and pricing, warehousing and inventory management, sales processes, reporting and tracking, budgeting and capital planning, IT / e-commerce, staffing, etc.). The Director also contributes experience and expertise to help the GN address wider territorial issues related to liquor and cannabis, and in this capacity contributes regularly to policy development, Ministerial briefings, research and analysis, and public messaging.
The NULC takes its role as responsible retailer of liquor and cannabis seriously. As such, the Director helps advance harm reduction efforts such as product information campaigns and other promotional programs the Commission delivers (e.g. programs to reduce drinking and driving).
Overall, the Director leads a team of about 30 NULC employees based in Rankin Inlet and Iqaluit. The Director works closely with the Department of Finance and other GN officials as well as with counterparts in other jurisdictions and private industry.
The ideal candidate will have an recognized undergraduate degree in business administration, public administration, or a related field, along with six  years of management experience, including three  years as a senior manager in a related public sector and/or retail environment.
Familiarity with e-commerce and other modern retail practices, processes, and procedures will be considered an asset.
The Official Languages of Nunavut are Inuktitut (Inuinnaqtun), English and French. Fluency in more than one of Nunavut’s official language is an asset. Knowledge of Inuit language, communities, culture, land and Inuit Qaujimajatuqangit is an asset.
Equivalencies that consist of an acceptable combination of education and experience may be considered.
